Should I get 7.5" or 8"?

8" will work better on the Miata, no question. If your car has a strut type suspension, you may need spacers or fender rolling to fit them. 7.5's are an options for strut type suspensions or those with limited tire clearance or those limited by racing class rules to 7.5" width.

Will 15x9's fit my car?

In a word, no. You will likely have to do some fenders mods. The only car that I know of with enough room is the Miata and even then, you'll need to roll the fenders and possibly pull them.

Will the 225/45  or  275/35/15 Hoosier fit the 15x9?

yup :)
